\u00fa\u010delom je vykon\u00e1va\u0165 \u010dinnosti verejn\u00e9ho z\u00e1ujmu, ako je v\u00fdstavba infra\u0161trukt\u00fary, riadenie verejn\u00fdch slu\u017eieb alebo miestny hospod\u00e1rsky rozvoj. SPL m\u00f4\u017ee by\u0165 vytvoren\u00e1 v r\u00f4znych oblastiach, ako je doprava, energetika, region\u00e1lne pl\u00e1novanie, cestovn\u00fd ruch at\u010f.
