T\u00e4h\u00e4n johtop\u00e4\u00e4t\u00f6kseen tulivat henkil\u00f6tietojen suojasta vastaavat viranomaiset kokouksessaan Tiranassa 21.\u201324. lokakuuta.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Kansainv\u00e4lisess\u00e4 konferenssissa, joka kokoaa yhteen valvontaviranomaiset, yksityisen sektorin ja kansalaisyhteiskunnan vuosittain, hyv\u00e4ksyttiin useita p\u00e4\u00e4t\u00f6slauselmia.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>N\u00e4ihin kuuluvat kaksi p\u00e4\u00e4t\u00f6slauselmaa, joilla pyrit\u00e4\u00e4n parantamaan viranomaisten v\u00e4list\u00e4 yhteisty\u00f6t\u00e4 rajojen yli ja yleisen tietosuoja-asetuksen parempaa t\u00e4yt\u00e4nt\u00f6\u00f6npanoa, p\u00e4\u00e4t\u00f6slauselma sosiaalisesta mediasta ja v\u00e4kivaltaisesta ekstremistisest\u00e4 sis\u00e4ll\u00f6st\u00e4 sek\u00e4 p\u00e4\u00e4t\u00f6slauselma, jota k\u00e4sittelemme t\u00e4ss\u00e4, inhimillisest\u00e4 virheest\u00e4 tietoturvaloukkauksissa.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Muistutuksena, ett\u00e4 GDPR:n mukaan tietoturvaloukkaus koskee mit\u00e4 tahansa tilannetta, jossa henkil\u00f6tietoja vahingossa tai laittomasti:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul><!-- wp:list-item -->\n<li>Tuhottu<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Kadonnut<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Muutettu<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Paljastettu<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Tai kun havaitaan luvaton p\u00e4\u00e4sy tietoihin.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>Kyseess\u00e4 on siis erityisen laaja soveltamisala, jolla on seurauksia rekisterinpit\u00e4j\u00e4lle, jonka on tietoturvaloukkauksen vaikutuksesta riippuen ilmoitettava siit\u00e4 CNIL:lle ja tapahtumasta asianosaisille henkil\u00f6ille.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Yli vuosi GDPR:n voimaantulon j\u00e4lkeen n\u00e4emme, ett\u00e4 suuri osa asetuksen noudattamatta j\u00e4tt\u00e4misest\u00e4 m\u00e4\u00e4r\u00e4tyist\u00e4 sakoista johtuu tietojenk\u00e4sittelyn tietoturvan puutteesta.&nbsp;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>My\u00f6s Euroopan eri viranomaiset ovat saaneet suuren m\u00e4\u00e4r\u00e4n ilmoituksia ja alkavat saada selke\u00e4mm\u00e4n kuvan turvallisuusongelmien syist\u00e4, mink\u00e4 pit\u00e4isi auttaa parantamaan ennaltaehk\u00e4isy\u00e4 t\u00e4ll\u00e4 alalla.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Havainto on seuraava: <strong>Suuri osa tietoturvaloukkauksista johtuu ty\u00f6ntekij\u00f6iden tahattomasta tiedon paljastamisesta.<\/strong> luvattomille vastaanottajille tai henkil\u00f6ille, jotka on erehdytetty l\u00e4hett\u00e4m\u00e4\u00e4n tunnisteita ja p\u00e4\u00e4sykoodeja tietoihin.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>J\u00e4rjestelmien suunnittelussa k\u00e4ytt\u00f6\u00f6notettujen vankkojen tietosuojatekniikoiden (&quot;sis\u00e4\u00e4nrakennettu yksityisyyden suoja&quot;) lis\u00e4ksi p\u00e4\u00e4t\u00f6slauselmassa vaaditaan tietosuojakulttuurin kehitt\u00e4mist\u00e4 yrityksen sis\u00e4ll\u00e4. Seuraavia toimenpiteit\u00e4 korostetaan:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul><!-- wp:list-item -->\n<li>S\u00e4\u00e4nn\u00f6lliset koulutus-, opetus- ja tiedotusohjelmat ty\u00f6ntekij\u00f6ille yksityisyyden suojaan ja tietoturvaan liittyvist\u00e4 n\u00e4k\u00f6kohdista;<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Koulutus tietoturvaloukkausten havaitsemiseen ja raportointiin;<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Tietojen suojaamiseksi toteutettujen k\u00e4yt\u00e4nt\u00f6jen ja j\u00e4rjestelmien s\u00e4\u00e4nn\u00f6llinen seuranta ja auditoinnit.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>Hy\u00f6dyllinen muistutus: salaus on edelleen eritt\u00e4in t\u00e4rke\u00e4 tapa suojata tietoja yhdistettyn\u00e4 muihin teknisiin ja organisatorisiin toimenpiteisiin. CNIL ja ANSSI (Ranskan tietosuojavirasto) julkaisivat lokakuussa runsaasti k\u00e4yt\u00e4nn\u00f6n tietoa verkossa kyberturvallisuuskuukauden kunniaksi.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Ja my\u00f6s:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul><!-- wp:list-item -->\n<li>Ranskassa:<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p><strong>Ranskan valvontaviranomainen julkaisi vuosien 2019\u20132021 etenemissuunnitelmansa lokakuun puoliv\u00e4liss\u00e4.<\/strong> voidakseen viesti\u00e4 henkil\u00f6tietojen suojaa koskevista prioriteeteistaan. Ty\u00f6skentelyalueita on viisi:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul><!-- wp:list-item -->\n<li>Kansalaisten arjen digitaaliset haasteet;<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Tasapainoinen s\u00e4\u00e4ntely (tuki ja tukahduttavat toimet);<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Merkitt\u00e4v\u00e4 investointi eurooppalaiseen yhteisty\u00f6h\u00f6n;<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Huippuosaamista digitaalisessa ja kyberturvallisuudessa;<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Innovatiivinen julkinen palveluteht\u00e4v\u00e4, joka perustuu humanistisiin arvoihin.<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p><strong>CNIL otti my\u00f6s 17. lokakuuta kantaa kahteen kasvojentunnistusj\u00e4rjestelm\u00e4\u00e4n<\/strong> toteutettu kouluissa.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>H\u00e4n piti n\u00e4it\u00e4 hankkeita, joita sovellettiin enimm\u00e4kseen alaik\u00e4isiin opiskelijoihin ja joiden ainoana tavoitteena oli tehostaa ja varmistaa p\u00e4\u00e4sy opiskeluun, &quot;eiv\u00e4tk\u00e4 olleet v\u00e4ltt\u00e4m\u00e4tt\u00f6mi\u00e4 eiv\u00e4tk\u00e4 oikeasuhtaisia n\u00e4iden p\u00e4\u00e4m\u00e4\u00e4rien saavuttamiseksi&quot;.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>N\u00e4it\u00e4 p\u00e4\u00e4t\u00f6ksi\u00e4 voidaan verrata Ruotsin valvontaviranomaisen elokuun lopussa tekem\u00e4\u00e4n p\u00e4\u00e4t\u00f6kseen, joka koski kasvojentunnistusta kouluissa.
