haluavat tuoda ihmisi\u00e4 yhteen yhteisen voittoa tavoittelemattoman hankkeen ymp\u00e4rille. Niit\u00e4 voivat perustaa yksityishenkil\u00f6t, yritykset, paikallisviranomaiset, hallintoelimet jne.
