tegevusi, n\u00e4iteks infrastruktuuri ehitamine, avalike teenuste haldamine v\u00f5i kohaliku majanduse arendamine. SPL-i saab luua erinevates valdkondades, n\u00e4iteks transport, energeetika, regionaalplaneerimine, turism jne.
